Preconditions of the establishment –

The scientific and technical society started its activities at the Lugansk foundry in 1827. The same year the training of the youth in technical disciplines was started as well. Lugansk factory school was founded in 1839. Educational and scientific foundation for the future technical school was made by the distinguished leading figures of science such as I.A. Timeh (“Cutting resistance of metal and wood”), A.F. Mevius (“Training course of metallurgy of cast iron, iron and steel”, “Iron foundries”), I.F. Felkner (“Machines and tools for metalworking”, “Companion of an engineer-builder”, “Popular Companion of an engineer-builder”), Y.P. Kovalevskiy (“Geognostic Review of the Donetsk Ridge” (1829)) and others.

The educational establishment began its readout in March 27, 1920, when Lugansk National Technical School headed by the rector Migulin P.K. was created. The technical school was located in a former trade school.

Later the technical school was called “Luhansk Evening Work College” (LEWC). It had been preparing “red” engineers at two faculties (mechanical and electrotechnical) during 4 years.

Lessons were held in the the former Pushkin College building in Patronna Street and later in the former four-storey building of Vasnev in Bankovska Street (Shevchenko Street nowadays). Technical school occupied the fourth floor. In 1927 LEWC got the second and the third floors of the permanent building in Lenina Street, 38.

1927, the first graduation of engineers (11 persons) in speciality “Steam-powered equipment”.

1930, according to the resolution of the Council of People’s Commissars of USSR the technical school was reorganized intoLuhansk Evening Machine Building Institute. The first graduation of LEMBI engineers in speciality “Civil engineering” was in 1932.

1934-1939, the work of the educational institution was suspended, it was renewed in 1939.

During the war the higher educational institution was evacuated to the Russian city Omsk and reorganized into Omsk Machine Building Institute.

1945-1959, educational establishment functioned in the composition of the branch offices of: Kharkiv Institute of Mechanical Engineering, Moscow Correspondence Institute of Metal Industry (Moscow State University of Instrument Engineering and Computer Science nowadays) and V.I. Lenin Kharkov Polytechnical Institute.

1960, educational establishment was reorganized into independent Luhansk Evening Machine Building Institute with 940 persons of full-time studies students.

1962, training of students of full-time form of study was started.

On the 8th of May in 1993 East Ukrainian State University was created on the basis of Luhansk Machine Building Institute and several higher educational institutions of Luhansk and Luhansk region.

International projects

Up to 1991, Ukraine was a part of the USSR, that’s why it inherited the corresponding educational system and social and economic relations that were to be reformed by means of integrating processes directed to the European (Bologna process) and international community (maritime education).

Dozens and hundreds of Ukrainian educational establishments’ graduates play a significant part in political, economic and social life of their countries.

ONMA participates in many international programmes and scientific researches on European and Euro-Atlantic integration.

Thus, ONMA took part in “Coordination Group TRASEKA” – project “Maritime Training: Azerbaijan, Georgia, Kazakhstan, Ukraine”, the main aim of which was to invest into shipping safety, to prevent marine environment from pollution, to establish environment’s self-descriptiveness and to create an opportunity of founding educational establishments by means of maritime training improvement as well as enhancement of maritime educational establishments’ correspondence with the requirements and standards of the International Maritime Organization and the European Union.

ONMA is also engaged in the “HIS Danube” programme, that is aimed at hydrographic informational systems development. Inland Water Ways Navigation covers a great part of Europe, that causes the necessity of European countries’ cooperation in the single information space that has got the name of Hydrographic information systems (HIS). HIS is intended for information exchange among all the interested entities (both private and legal) that ensure the work of inland water transport. Provision of this information is based on the single adopted standard that is used in different navigation schemes and transport processes. The main goals of HIS foundation are:

  • provision of local and regional inland water ways with information for safe marine fleet’s work management on the tactic and strategic levels;
  • optimization of inland water transport resources management by means of consecutive information exchange among vessels, ports, terminals as well as lock services and bridges;
  • provision with constant information about the condition of navigational routes and fairway,
  • information receiving and transmitting in emergencies.

The main background of the single hydrographic information system formation at the whole distance from the Baltic to the Black Sea is a successful development of its separate parts in some European countries (such as Austria and Germany), and also full EU support. The main platform of a harmonious service’s work is state shipping associations, that work in the HIS responsibility zone.

All the European countries responsible for the requirements fulfillment and HIS equipping together with the Danube Commission (DC) and Central Commission for Navigation on the Rhine (CCNR) can take part in this project.

One of the conditions of HIS development is the harmonization of shipping services in different countries as for the adopted requirements. The all-European organization named «Forum HIS Danube» was established for development and implementation of these requirements. The Academy has taken part in its various working groups since 2002. In 2003 workshop «Forum HIS Danube» on the single all-European HIS system formation for provision of the best inland water ways navigation condition was held in the city of Odessa, where ONMA was the coordinator.

Since 2002 the Academy’s representatives have participated in the Danube Commission’s work in the sessions on technical issues as experts. Since 2005 a training course for specialists, who work in the HIS field with the involvement of the representatives from the Netherlands, Belgium and Austria, has been held annually.

In 2009 the Dean of the ” Navigation at Sea Inland Water Ways” faculty I.I. Gladkykh was elected the head of the DC expert group on the shipping policy on the River Danube.

ONMA takes part in the all-European NELI project – Cooperation System of the Logistics and Specialists’ Training on inland water ways of the Danube region with the use of modern technologies. Besides it participates in all-European NEWADA project – The Danube Administrations’ Cooperation System.

The Academy was a participant of the «ТEMPUS JEP 26080-2005, VETLOG» project aimed at training courses development in the field of transport and logistics management in Ukraine.

The aims of project «ТEMPUS JEP 26080-2005, VETLOG» were:

  • creation of a network of European and Ukrainian higher educational establishments and enterprises;
  • development of transport and logistics management training courses;
  • mutual development of courses for Ukrainian specialists’ and managerial personnel qualification upgrading in the transport and logistics field;
  • use of e-learning technologies for organizing management upgrading courses in Kiev, Odessa;

International Islamic University

About University

IIUM is a unique university either in Malaysia or on a broader plane of the world. Since its inception English is used both as its medium of instruction and the language of its administration. It blends harmoniously modern and professional disciplines with traditional values and moral virtues. Its students originate from more than 100 countries representing nearly all regions of the world. IIUM has spared no effort to ensure that it provides the best tertiary education possible in all branches of knowledge.

History

IIUM was officially established on 23 May 1983 when the University received its ‘Establishment Order’ from His Majesty the Yang di-Pertuan Agong Sultan Haji Ahmad Shah Al-Musta’in Billah, after an exchange of Diplomatic Notes of co-sponsorship between the Government of Malaysia and a number of Muslim Governments as well as the OIC. On 1 July 1983, Ahmad Shah was appointed as the first Constitutional Head of the IIUM.

The university’s language of instruction was to be English and Arabic, and many of its students would come from overseas. As Malaysian law did not allow for this, IIUM was incorporated under the Companies Act of 1965. Thus it became the first international university and the first university in Malaysia to use English as the medium of instruction and administration.

It was officially opened at Petaling Jaya, with the Allahyarham Tun Hussein Onn elected as the first president. The university operates under the direction of a Board of Governors with representatives of the OIC as well as eight sponsoring governments, namely; Malaysia, Bangladesh, Egypt, Libya, Maldives, Pakistan, Saudi Arabia and Turkey. The Constitutional Head, President and Rector of this international university are all Malaysians.

A batch of 153 students from Malaysia and abroad were enrolled for the first academic session, which started on 8 July 1983. Courses were conducted under the Faculty of Economics, the Faculty of Laws, the Center for Fundamental Knowledge and the Center for Languages. These first batch received their degrees and diplomas during the First Convocation held on 10 October 1987. 68 graduates were conferred Bachelor of Economics (B.Econ) degrees, 56 Bachelor of Laws (LLB) degrees, and 29 Qadis were conferred Diploma in Law and Administration of Islamic Judiciary.

Research
